Why We Built This Site
North Carolina gives the public broad access to many government records, but the correct office depends on the record type. Perquimans County uses the North Carolina General Court of Justice, with Superior Court and District Court divisions. Todd Tilley's Clerk of Superior Court office is the court record custodian and also serves as the probate office for estates. Jackie Frierson's Register of Deeds office is separate and handles marriage licenses, land records, and vital certificates.
This private reference site organizes the local routing details, court terminology, public search channels, and office contact points so users can start with the right source. The emphasis is Perquimans County, Hertford courthouse access, North Carolina eCourts, and the local distinction between court records and non-court county records.

What We Cannot Do
This is a privately run reference site. It is not part of the Perquimans County government, the North Carolina Judicial Branch, the Clerk of Superior Court, the Register of Deeds, the Sheriff's Office, Albemarle District Jail, or any federal court. There are real limits to what a private reference site can do:
- We cannot file court paperwork or submit records requests for anyone
- We cannot issue certified copies of court documents, probate papers, divorce judgments, or vital records
- We cannot give legal advice or interpret a specific Perquimans County case
- We cannot guarantee that every court cost, phone number, hours note, or address remains current
Only the issuing court or government office can provide a certified copy with an official seal. This site can identify the likely office, but the document must come from that office.
Search Partners
Some pages on this site include search boxes powered by third-party providers. Those companies set their own pricing, search rules, and data practices. When a search tool leads to a paid signup, this site may earn a referral fee. That revenue helps keep the reference pages available. We do not control partner pricing, partner records, or the contents of partner search results.
